First Session

 

Constitution of Assembly

At 3.30 pm. Members of Assembly met in the Main Hall of the Armitage Centre on the Fallowfield campus at the University of Manchester. The Moderator, the Revd Elizabeth Caswell constituted the Assembly with prayer, the place and the time having been duly appointed.

Induction of Moderator

The Revd Prof Stephen Orchard, Moderator-Elect, was inducted with prayer into the office of Moderator of the General Assembly of The United Reformed Church. He signed the Assembly Bible and was presented with an inscribed copy of the Bible by the retiring Moderator of Assembly.

Thanks to the Retiring Moderator

The thanks of the Church were expressed by the Moderator to the Revd Elizabeth Caswell and Mr Graham Caswell, together with Revd Neil Thorogood, her chaplain.

Assembly then continued with an introduction to the theme ‘Who do you say that I am?’ in addition to worship, after which the Moderator gave his address to Assembly.

The Roll of Assembly was then placed on the table.

Second Session


The Moderator welcomed those who were attending the Assembly for the first time, and introduced the leaders of the Assembly Bible studies. He noted that the communion offering from General Assembly would go to the Church of North India children’s projects.

The Convener of the Assembly Arrangements Committee, Mr William McVey, presented the Order of Business, and offered guidance on the conduct of the Assembly.

 Appointment of Acting Deputy Clerk

The Assembly Clerk moved adoption of the Resolution:

General Assembly resolves to appoint the Revd Michael Hopkins as acting Deputy Clerk for this session of the Assembly.

Nominations Committee

The report of the Nominations Committee was presented by the Convener, the Revd Malcolm Hanson.

Mr Hanson moved adoption of Resolution 28:

General Assembly appoints committees and representatives of the Church as set out on pages 99–109 of the Book of Reports subject to additions and corrections contained in the Supplementary report before Assembly.

The Resolution was carried.

Mr Hanson moved adoption of Resolution 26:

Resolution 26  Appointment of the Moderator for Yorkshire Synod

General Assembly appoints the Revd Kevin Watson to serve as Moderator of the Yorkshire Synod for a period of seven years from 1 February 2008 until 31 January 2015, subject to review before the end of that period.

The Resolution was carried

Mr Hanson moved adoption of Resolution 27:

Resolution 27 Appointment of the Moderator for North Western Synod

General Assembly appoints the Revd Richard Church to serve as Moderator of the North Western Synod for a period of seven years from 1 September 2007 until 31 August 2014, subject to review before the end of that period.

The Resolution was carried.

The Moderator welcomed the Revd Richard Church, the Revd Kevin Watson, the Revd Martin Hazell, Director of Communications, and the Revd Dr Susan Durber, Principal of Westminster College.

General Assembly appoints the Revd Dr John Bradbury to the Nivison Chair of Church History at Westminster College for seven years from 1 September 2007.

Finance Committee

The Honorary Treasurer, Mr Eric Chilton, presented the report of the Finance Committee.

Mr Chilton moved adoption of Resolution 29:

Resolution 29   Trustees’ Report and Annual Accounts

General Assembly receives the Trustees’ Report and adopts the Annual Accounts for the year ended 31 December 2006.

The Resolution was carried

Mr Chilton moved adoption of Resolution 30:

Resolution 30     Appointment of Auditors

General Assembly resolves that PricewaterhouseCoopers LLP be appointed auditors of the United Reformed Church, to hold office until the conclusion of the next meeting at which accounts are laid before General Assembly and that their remuneration be fixed by the Finance Committee.

Mr Chilton responded to a question about Pricewaterhouse Coopers’ relationship with firms involved in practices the United Reformed Church might regard as unethical.

The Resolution was carried.

Mr Chilton moved adoption of Resolution 31:

Resolution 31 The giving of the members of the Church to central funds

General Assembly gratefully acknowledges the giving of the churches in 2006 to the Ministry and Mission Fund and the work of the local church, district and synod treasurers.

The Resolution was carried.

Mr Chilton moved adoption of Resolution 22:

Resolution 22 Revised Arrangements for nominating directors of the United Reformed Church Ministers’ Pension Fund (Report page 49 para 5.7)

General Assembly agrees the revised arrangements for nominating directors of the United Reformed Church Ministers’ Pension Fund.

In response to a question from the Revd Malcolm Hanson, Mr Chilton confirmed that four directors of the Pension Fund are directly appointed by the fund’s members, and that the revised arrangements do not affect this.

The Resolution was carried.

Mr Chilton moved adoption of Resolution 32:

Resolution 32   Revised remit of the Finance Committee (Report page 49 para 5.8 and Document 7 on page 115)

General Assembly agrees the revised remit for the Finance Committee (as set out in Document 7).

The Assembly Clerk moved an amendment to Resolution 32:

General Assembly agrees to revise the remit of the Finance Committee to read

“The Finance Committee is responsible for the general financial oversight of funds administered for the benefit of the United Reformed Church, its long-term financial planning, and the preparation and control of its budget under the authority of Mission Council and the Trustees.

The Committee will ensure the proper procedures ar in place for the maintenance of accounting records, controlling and monitoring the budgetary process, and the preparation of financial statements in compliance with applicable United Kingdom law and accounting standards. To this end the Committee should expect to liaise with auditors at least once per annum.

The Committee may take such decisions with regard to the finances of the Church as are necessary within the policies set by General Assembly.”

The proposer accepted the amendment.

Mr Gordon Eccles, proposed an amendment that the words ‘should expect to’ be deleted and replaced with ‘must’.

Seconded by Mrs Faith Paulding.

The amendment fell.

The Resolution was carried.

Mr Chilton moved adoption of Resolution 23:

Resolution 23 Governing Document

General Assembly adopts the Governing Document for the constitution of the body to take responsibility for and be accountable to the temporal authorities for its religious and other charitable work.

The Resolution was carried.

Mr Chilton moved adoption of Resolution 54:

Resolution 54 Pension Fund Contributions

General Assembly, being representative of Local Churches, Synods and the whole Church re-affirms its commitment to the United Reformed Church Ministers’ Pension Fund and undertakes to make arrangements to meet any deficits in the funding requirements which may arise from time to time.

The Resolution was carried.

The Assembly agreed to send its thanks to the Revd John Waller for his work as Chair of Trustees. The Moderator presented a gift to Mr Eric Chilton and offered the Assembly’s best wishes as he retires from the office of Honorary Treasurer.

The General Secretary moved adoption of Resolution 8:
